With the increasingly fierce competition in science and technology between China and the United States, the integrated circuit industry has become the focus of attention due to its special status. However, the integration of integrated circuits as a first-class discipline has also attracted much attention and discussion.

according to the semiconductor industry observation, on July 30, the conference of the Academic Degrees Committee of the State Council voted to set up the first level discipline of integrated circuits under the newly established interdisciplinary category, which will be announced together with the interdisciplinary categories after the approval of the State Council.

as the core of the information technology industry, integrated circuit is a strategic, basic and leading industry to support national economic and social development and ensure national security, and has become a key symbol of realizing a powerful country in science and technology and industry.

in the past decade, China’s integrated circuit industry has developed rapidly, the overall strength has been significantly improved, the gap between the design and manufacturing capabilities and the international advanced level has been narrowing, the packaging and testing technology has gradually approached the international advanced level, and the industrial agglomeration effect has become increasingly obvious.

However, compared with advanced countries and regions, China’s integrated circuit technology still has a large gap, the ability of continuous innovation is weak, and high-end chip products rely heavily on imports, which is difficult to form a strong support for building the national industrial core competitiveness and ensuring information security.

according to the data in the white paper on talents of China’s integrated circuit industry (2017-2018), the total demand of the integrated circuit industry will be 720000 by 2020, and the total number of existing talents will be 400000 by the end of 2017. The cruel fact is that the total supply of IC graduates is about 30000 each year. It can be estimated that by 2021, China’s IC talent gap is still close to 300000, so the IC talent gap in China is still large.

in fact, the establishment of a first-class discipline related to integrated circuits has been discussed for many years. In response to the country’s acceleration of the cultivation of integrated circuit talents, Fudan University took the lead in carrying out the first level discipline pilot of “integrated circuit science and Engineering”.

as early as 2018, China has proposed to set integrated circuits as a first-class discipline. Wang Yangyuan, academician of the Chinese Academy of Sciences, once proposed to upgrade microelectronics to a first-class discipline in the Forum on the development strategy of China’s integrated circuit industry in the new era. At that time, Fudan University was planning the construction of the first-class discipline of “integrated circuit science and Engineering”.

in 2019, the second session of the 13th CPPCC National Committee submitted the proposal on accelerating the cultivation of semiconductor integrated circuit talents through the integration of production and education. The proposal points out that talents are the key to the development of semiconductor integrated circuit industry, and puts forward the proposal to actively promote the integration of microelectronics and other related disciplines into first-class disciplines.

in October of the same year, the Ministry of industry and information technology released a reply “proposal on accelerating the support of industrial semiconductor chip technology research and development and industrialization independent development”, pointing out that the Ministry of industry and information technology and the Ministry of education and other departments will further strengthen the construction of talent team. We will promote the establishment of a first-class discipline of integrated circuits, further strengthen the demonstration microelectronics college, and accelerate the construction of a collaborative education platform for integrated circuit production and education.

next, the Ministry of education has organized research and determined a total of 9 supplementary majors in 2019, among which the application of integrated circuit technology will be implemented from 2020.

after several rounds of discussions, the discipline of “integrated circuit science and Engineering” was finally established in Fudan University at the end of October 2019. Fudan University’s first-class discipline of “integrated circuit science and Engineering” will be pilot built in 2020, and the recruitment of doctoral students will be launched, according to the talent development professional committee.
